This is a picture of an infestation we found at a rental home. The tenant had just moved in 2 weeks prior to us inspecting it. By that time they had infested her couch, bed and personal clothing. It is obvious from this evidence the bed bugs were present before the tenant moved in. The financial responsibility in this case should fall upon the landlord. Even if the landlord has a Bed Bug addendum in his lease it it their responsibility to make the home “habitable”. It would certainly be unfair to expect the tenant to pay for the treatment.
